Nigeria and World Bank Expand the L-PRES Livestock Project to 19 States

Nigeria and World Bank Expand the L-PRES Livestock Project to 19 States

Nigeria's livestock sector took another step towards industrial scale in early October, when the Federal Government and the World Bank confirmed the expansion of the Livestock Productivity and Resilience Support Project, better known as L-PRES, to ten additional states. The announcement came from the Minister of Livestock Development, Idi Mukhtar Maiha, after the L-PRES Implementation Support Mission held in Yola, Adamawa State, and it brings the programme's footprint to nineteen states across the country.

What was announced

According to the statement issued after the mission, L-PRES has become a major driver of livestock development through interventions focused on productivity, resilience and growth across the value chain. With the latest intake, the project now covers Adamawa, Taraba, Bauchi, Gombe, Yobe, Borno, Plateau, Niger, Kwara, Kano, Kaduna, Sokoto, Zamfara, Edo, Enugu, Ebonyi, Ondo, Ekiti and Oyo. Delegates from states already in the programme joined the newly admitted ones in Yola to review progress and agree the next phase of implementation. The mission was attended by the World Bank Task Team Leader Manivel Sene, the Co-Task Team Leader Dr Chidozie Anyiro and the national coordinator of L-PRES, Dr Sanusi Abubakar.

Why feed sits at the centre of the programme

L-PRES is a World Bank-supported programme working on animal health systems, livestock value chains, infrastructure and the capacity of everyone involved in the sector. For feed and premix suppliers, the direction of travel matters more than the paperwork. A programme that measures its success in productivity can only succeed if animals are better fed, because nutrition is the fastest lever a livestock keeper can pull. Better feeding means higher daily gain, better feed conversion, shorter finishing periods and, for dairy households, more milk from the same animal. Each of those outcomes depends on the quality of the premix and additives that go into the ration.

Data, quality and the export ambition

The same reform agenda includes the National Livestock Information Management System, a new central platform for collecting, managing and analysing livestock data. Reliable numbers will help policymakers and investors plan, and they will also raise expectations on feed quality, because traceability and measurable performance become easier to demand. The government has said repeatedly that it wants a modern, quality-assured and export-oriented livestock industry, particularly in red meat. Export markets accept no shortcuts on residue limits, withdrawal periods or feed hygiene, and that standard reaches all the way back to the premix.

What it means for farms and suppliers

For producers in the nineteen states now covered, the practical opportunity is access to training, animal health support and finance tied to productivity. For feed and additive suppliers, the opportunity is to become the technical partner that helps farms reach the performance the programme is targeting. The farms that adopt balanced premixes and proven additives first will post the results the programme is looking for, and those results will become the reference for the whole value chain. Suppliers who arrive with technical support, not just bags, will grow with this programme.
